The player should immediately upgrade Stettin to at least a medium station. The player starts with an existing line between Berlin and Stettin. 70 loads in a year tends to the most challenging part of the scenario, as the player will need to diversify into freight operations to complete this particular victory condition. Players only have to connect to 11 territories (only need a station with connection) in order to satisfy victory conditions, no loads need to be hauled to and from the territory. This scenario is the first in which a key focus is territories, but overall the scenario itself is not challenging once the player gets going.

Now it's back into the trenches as France is in desperate need of your talents. You've become quite the talk of the town. Stettin meanwhile has a small station with a sanding tower and water tower. Berlin has a medium station with a sanding tower, water tower, saloon and roundhouse. The player starts with a single track line between Stettin and Berlin. Starting Player Stock: 2,000 shares of Prussian State (20% of the company).Starting Player Cash: $22K personal cash.In this scenario, the player will spend up to tens of thousands of dollars on territories, and thus the goodwill bonus will save the player heaps of money, and allow faster expansion early as well. The $100K bonus again is handy, but the 10% goodwill is a game breaker.

This is why choice 3 is probably the best choice in this scenario specifically. However, it is not an everlasting bonus, as the Iron Duke becomes available in 1855 anyway. Thus, the player can make money in shorter order in the first few years.
RAILROAD TYCOON 2 PLATINUM GOODWILL FULL
Having the Iron Duke early is a great bonus, since the only other locomotive available at the beginning is the 4-2-0 Prussian (American-C not available in this scenario), which is nearly half as slow as the Iron Duke when carrying a full passenger train. The player is short on cash at the beginning and the extra $80K helps give the player more flexibility. It's hard to justify whether enough bridges will be constructed that this choice is worth the player's while. However, there isn't a need in this scenario to construct track through the mountains, and thus Gerwig becomes a bit redundant in that regard. With bridge building further cut by 20%, bridges then become very cheap (double track stone bridge under $100K). Choice 1 is okay, Robert Gerwig is a strong manager who cuts bridge building and terraforming due to track laying by half.

The choice of starting bonus is a difficult one in this scenario, as they all have a similar benefit value for the player.
